Do a google for "Create XP Icons" and one of the top hits should be the official article from Microsoft that walks you through step-by-step. It was written by the peoploe who did the actual XP icons, and they share their tools and techniques.

One non-ass post do not mean that they are not.
The freeware program IconEdit32 ( http://www.pcmag.com/article2/0,1759,4016,00.asp ) was a great little tool for making icons for Win98. I don't know if the icon format has changed for WinXP. But it's worth a try.

Look like IconEdit is going to cost me $5.97 - not a lot, but hardly freeware, more like subscriberware.
