You might want to try creating the service yourself (probably not worth it until you really care). Basically you just need to be able to send email.

We use www.siteconfidence.com here - they do everything you're asking for as well as other useful bits and pieces like page component download time analysis to help you optimise page loading. I've no idea what their service costs, but I can vouch for the quality of the service. We are a well-known (at least in the UK) brand with a fairly high-profile site, and web services syndicated to even higher profile partners with 24x7 on call support, and SiteConfidence have really helped us to maintain our service availability, as well as optimise our page downloads and monitor competitor sites.
