Top hit on googling for ps2 programming gives

http://ps2dev.org/

That seems to cover all the bases.

You mean PS/2, not Playstation 2, right?

If you really mean PS/2, i.e. the port your keyboard/mouse is connected with, you're not going to find anything. You can't communicate via PS/2 directly.
You need to access the keyboard controller chip in your PC, but that would only make sense if you're writing your own OS.

Good luck.

If you want to program the keyboard controller directly in a non protected OS (like DOS) then find an old copy of Peter Norton's book on the PC, the keyboard controller hasn't changed all that much.

If you want to do it under Windows, then you either need to look at the virtual keyboard interface, your starting point is the Windows SDK and some standard help; or if you want to be at the device driver level the Device Driver Toolkit.

Similarly, if you want to do Serial I/O by programming the UART directly the same applies.

However, caution, caveat programmer and such, if you don't know how to do it, you probably don't need to do it at all.

FYI ... ps2dev.org is about the Playstation 2, not PS/2.
