Technical and User Manuals

I am looking for any information someone may have on creating multiple volumes for a document/manual.  By multiple volumes I mean, The XXXX User's Manual, Volume I; The XXXX User's Manual, Volume II, etc. 

I know that there are rules such as to create a second volume; the first, must be more than 200 (25) pages.  Also, there should be a Mast TOC.

Has anyone seen this type of information documented?

There aren't "rules." There are "styles".

Read "styles" and "opinions and conventions"

I'd say start with the Chicago Manual of Style. You can get it at most good bookstores.
