Installing Oracle Client Tools on W2k3Web

I am trying to install the Oracle client tools onto a Windows 2003 Web Edition server but I get the message "Windows cannot open this program since it has been disabled".

I found a KB article saying this message would happen when you try and install "Enterprise" applications on Win2003 Web edition - this is fine, but how is the Oracle client tools an "Enterprise" application?

So I tried to use the Microsoft Client for Oracle but it comes up with a message saying I need to install the Oracle client tools in order to use that driver.

Is it possible to install the Oracle client tools on Win2003 Web edition? (for now I am just going to have to setup a 2003 Standard edition - but shouldn't I be able to install Oracle based web apps on the web edition?)
