If you have php and mysql/postgreSQL, you might want to look at Drupal.
http://www.drupal.org
I have used movable type, http://movabletype.org and greymatter http://www.noahgrey.com/greysoft/ too. The latter does not require a database.
All three are free as in beer, and are very easy to use, if you have basic understanding of ftp.

Who's got experience using DreamWeaver ?
Is there any good Multi-Language features in this software ?

Dreamweaver? No, not really.
But I dont know exactly what kind of features you are looking for. You can sure use dreamweaver to maintain two versions of a page.
Or, you can use dreamweaver to write a simple CMS that can manage different languages.

It was suggested that City Desk might be appropriate for a personal site.
If you've got a few pages and it's not going to change very much, then the free version of City Desk would be helpful. However, if you want to make something like a blog then you'd have to buy the $299 version of CD to get past the article limit.
For new users, does anyone think that City Desk is still a viable option for a personal web page?

Hi Eric,
the feature I'm mainly after is a splitted screen
which show side by side, the French & the English text ...
Any translation functions would be nice ...
