Search Engine work -systems programming?

How would you define systems programming?
would working with search engine development be systems programming(with compilers, OS) or is it still in the domain of applications

I'd say it's a largely meaningless term now days, and probably always was.

The definition I've heard is that systems programming is stuff for which other programmers are your intended users.

Nearly every application has elements of "systems programming" in it. After all, most programmers have written a function that someone else in the team calls, have they not?
