If you're strapped for cash, I've used a Maxtor utility (EasyClone? Think it had "clone" in the name). It worked on non-Maxtor disks, as that was what I was doing. It was great; it did everything you'd want--copy everything over, don't keep the same partition size if the new disk is bigger, etc.

Many new hard drives come with basic utilities that will clone your old drive. You might not have to buy a third-party utility. E.g.,

I used to do it by hand with xcopy, but it won't copy some locked files, and you have to do the partioning and boot things yourself. Ghost is way more convinient.

For personal use both Arconis and Ghost do well; also there is Drive Image.
