Proper way to install i18l versions of WinXP

I will need to ramp up on i18l development and was wonder what is the proper way of installing the i18l versions of Windows XP professional for my VMWare test sessions.

Should I install the English-US System version of WinXP Pro and just add all the language packs i need to test against?

Or

Should I create a VMWare machine for each the real language edition (German for example) and install the OS from the International Setups that come with my MSDN subscription?

Just install your Devil's-Own-version of XP Pro first, and then the Multilanguage pack you downloaded from eDonkey.
