Sounds like a good way to hire very smart engineers....

I know of a particularly high up manager at some well known company that dedicates one day a week to coding projects, which he distributes as freeware from a semi-anonymous site.  In this way, the engineering department regularly get 'how to' stuff for their products out that marketing would rather keep shum.  Everyone just goes says 'hey, this guy worked it out in his bedroom and put it on his website!'

All in all, one very very clever way for this manager to
a) have fun
b) keep getting a buzz from 'problem solving' despite now being a pen-pusher
c) get true respect from his employees
d) put himself on the side of 'right'

I believe I read somewhere else that this is actually his third attempt at writing "social engineering" software; the first two written in university.

It's not written from scratch.
