I don't know what to make of this?

Every time I start my PC a dialog box comes up (it's the standard looking grey with the blue bar @ the top and black font.

In the top left corner of the blue bar it reads "Hello".

In the middle of the grey area it reads "I could remove your anti-virus software but this is not the case."

"C:\Program Files\Norton AntiVirus"

In the center toward the bottom under the above script the is a button that has OK on it. Also I can click the "X" in the top right corner and close the window that way.

I've tried Spybot, Virus Scans, I've searched the Web but I can't find the answer.

Please help. I need to know what this is and how to get rid of it.

I'd use Spy++ (SPYXX.EXE) described at http://msdn.microsoft.com/library/default.asp?url=/library/en-us/vcug98/html/_asug_overview.3a_.spy.2b2b.asp to see which process owns that Window (assuming that you can't already discover that using Task Manager).

you will find a couple of recent entries that suggest it may be a virus. You should make sure your anti-virus software has the latest updates, and also check for all the software that is automatically started (registry, Startup group, WIN.INI, Services, etc) when your system boots [there are some utilities available to help you scan for startup items].
