Making tarballs on Windows 95/98/ME?
How does one do it, preferably via the command line?

There is always CygWin, they have a boatload of UNIX utilities for Win32.

Native windows ports of lots of the Unix utilities, not requiring cygwin. It includes a standard unix style Tar program.

I second the GNU utilities for windows. The port for zsh.exe is quite nice.
Be sure however to not use the Windows based installer, the utilities in that distribution appear to not be up to date, and there are some interesting bugs that were fixed since then.
