LDAP Simulator

Has anybody ever heard of a tool that might be called an "LDAP / Active Directory Simulator". This tool would let you define a big huge AD implementation and program off it without having to actually setup a Windows 2000 network with 6 servers or whatever.

Does anybody know if this sort of thing exists or is even possible to make?

It is just that in the early stages of a project we would like to be able to test our programming on this sort of tool and obviously later on we would then start testing on a real active directory setup.

(Or is it possible to setup a domain forest with >20 domains running on one server?)
