Pre-Compaq, Now Part of the New HP hires Program Managers, lots of them too!  Way to many, just imagine lots of people without a clue barking orders.

Four of the five companies that I've worked at have had Program Managers.  I'd be surprised at any company with more than a few hundred employees that didn't have PMs.  Not that you can't live without them; they just make life so much easier.

At my last company, the PM was mostly responsible for being the central point of contact for each of the departments, so that any problems with testing could bounce up to the PM then back down to development, for example.  It was great; she made sure that any problems were resolved, and she had enough authority to force a resolution if she had to.

Remember that there is usually a difference between Program Managers and Product Managers (MS actually has both). There are no hard rules, but often Product Managers have less of a technical and more of a marketing role than Program Managers.
