Just out of curiosity, is that Sandia mountain in Albuquerque on the main page?  I know you used to live there ...

I like the randomly inserted photographs here and there, it does a lot to alleviate the "huge wall of text" symptom.

Yes, it is the view from behind the house where I grew up in Albuquerque.

Occasionally you will also see views of other places where I've lived.

I think you mean the TITLE tag.  Per the spec, the ALT tag is intended to be displayed when the image is not.  IE is broken and shows the ALT tag when it shouldn't, so clueless HTML authors put the title in the ALT tag and neglect to put in a TITLE tag, because it "works" on IE.  This causes users to complain that the more standards-compliant browsers are "broken" because they don't show the ALT tags as hover-tips.
