windows programming for asian windows os

I have a .NET windows program developed on a US Windows OS that was sent to Taiwan and installed on a Chinese version of XP. It works but the controls on the forms are scaled wrong. The y dimension is correct when compared with the US version. The x dimension is "longer" such that the spaces I planned for between controls was supposed to be smaller. Now in the Chinese version they are stretched. This is really noticeable when the controls are placed in relation to a png image on the form (in a PictureBox control).

How am I supposed to plan for this in development? Is there something in the OS or Visual Studio that will allow me to switch between the languages and test the layout?
