Bug? No Email upon re-open and re-assign.
I had a test case that was assigned to the default Primary Contact (not me). I closed it a few days ago and then I re-opened it again, assigning it to myself today. I didn't get an email from the system.
There is a no self-notification policy. If you assign a case to yourself you won't be notified.
