Hi There. Is BugzScout included in the purchase? I look in the online store, but didn't see anything.

Yes, it's in the Accessories folder.

The ScoutSample files are included in FogBugz for Windows version 3.x.

They are not included for Unix and Mac flavors, because the main files are a Windows executable and a VB project.

Here is the one file in that sample folder that is relevant to these platforms:
