Scoutsubmit and closed cases

I have a web form where customers can add comment to their cases, and I use ScoutSubmit to add the data.  I haven't looked closely at the scoutsubmit code, but when customers submit a comment against a closed case, it creates a new case, rather than reopens the old one.

When they submit comments against an open case, the comments always flow into the open case, as expected.

Do I need to change scoutsubmit to get this functionality?

If a case is closed, and you have ForceNewBug=0 as one of your arguments, then the case will be reopened provided that the Description field matches exactly the Description field of a previous case.

If ForceNewBug=1 then no matter what, a new case will always be created.
