3.1.9 Not stripping HTML tags

I read in the "What's new in 3.1.9" that FogBUGZ will now remove the HTML tags in an HTML only e-mail.  However, after upgrading and checking that my version is 3.1.9, the incoming e-mails are created with all sorts of HTML tags throughout the body.  Am I missing a setting somewhere?

It currently only does this for multipart messages.  If you send a message with ONLY an html part and no other parts, then it won't get stripped.  I'll look into getting this to work with only HTML parts.

OK, I understand.  But this is why I was confused.  The following text is pasted from you message titled "3.1.9 Released".

Emails from Dispatcho will always send a notification email, even if bug is already assigned to the correct user.
If mail only contains HTML part, we will strip html tags from the message
Disabled users cannot stay "logged on" after being disabled.

The second point says the opposite of what you just told me, so I didn't understand why it didn't work.
