We've been experiencing problems with the email reading feature.
Dispatcho doesn't handle emails with large attachments because of the slowdown associated with posting that attachment via HTTP to your fogbugz server. I suspect you have a message with a rather large attachment sitting in your mailbox. Set the Dispatcho service to start manually, restart your computer (so dispatcho won't start up automatically), use Outlook Express to connect to the mailbox and check it and remove that message. Then set the Dispatcho service to start automatically and start the Dispatcho service.

We are using 3.1.9, and experiencing still the same problems with these too large attachments. Will this be solved in a newer version?
