What is the process of creating a site in multiple languages, do I need a translator program. How is this acomplished. say english and spanish

You need someone to translate your site for you, yes, I would suggest a human, not a program -- the translator programs are terrible.
What CityDesk will do is keep track of everything. For example if you have 23 articles and 2 languages, CityDesk will keep track of all 46 versions. And it will show each article side-by-side with the translation to make it easy for the human translator.

Speaking of multi-language: CD tracks my articles in multiple languages, but shouldn't there also be an attribute on variables that determines whether they are "language neutral" or "translatable"?
If I put, for instance, a copyright notice in a variable, it would have to say "All rights reserved" in English, and "Tous droits réservés" in French.
Or if I put a bit of HTML for a menu in a variable, then it might also need to be translated.
Or am I trying to do things that are too fancy with variables?
