Looking for a clarification in the behavior of:

{$ withAbsoluteLinks "url" $}

Documentation states: "Including this in an article or file will cause all internal links IN THAT FILE to be written out as absolute links instead of relative links . . .  If you publish it somewhere else (locally for example), EVERY LINK will go to the absolute URL."

ONE article on our site utilizes {$ withAbsoluteLinks "url" $} however, when we publish locally ALL LINKS in ALL ARTICLES contained on the site become absolute pointing to the url indicated in the script.

Is this performing as intended?  Short of removing the script from this article every time before I publish locally, I don't know how to prevent this from occurring.

Summary: this is a known bug - withAbsoluteLinks "bleeds".

If you want to use withAbsoluteLinks, stop the "bleeding" of the tag by placing {$withAbsoluteLinks ""$} at the top of all templates where you're not using {$withAbsoluteLinks "whatever"$} .
