I don't see much CSS there. The layout is certainly table-based, and the font size is fixed.

Unless I missed something big time, the only table in the source is used to layout the footer. I hardly see how this makes the layout "table based".

Fonts that scale in IE are a boon to accessibility but their absence doesn't make it a non css site.

The footer is in a table just because it was easier to deal with the rounded corners for it.  I gave up after trying to get them to look consistently across browsers without putting them in a table.

Regarding the font,  I only have the font size fixed in two areas, one for the body and one for input fields.  All others are percentages.  (However, the input fields could be changed)  This was intentional to stick with the design.

The pages and css both test as valid pages.  If anything, it's valid CSS, it just has some trade-offs regarding accessibility.
