It seems to me that you have to flip the 5 and the F. No matter what the 2 has on the other side, the rule is still ok. Similarly, no matter what the E has on the other side, the rule is still ok.
However, if the 5 has a W on the other side, the rule fails. Similarly, if the F has a 3 on the other side, the rule fails.
