I'm not convinced the "shoot into the air" is an allowable choice under the rules.  Note that shooting for the 100% fellow first is still better than shooting for the 50% fellow first if you must shoot *at* someone.
Now: if you do allow "shoot into the air,"  does that shot count as part of your percent accuracy?  :-)
