It's probably just a stricter health department regulation on milk shelf life.
I love the wording on milk cartons. You can buy milk in New York until midnight of the day that's stamped on the carton. In New Jersey you cannot buy it the day after the date stamped on the carton.
btw - that date isn't for drinking the milk, it's for SELLING the milk. I would assume you could drink it the day after you bought it no matter what the date on the carton is.
