Admin-created XP file not editable by non-admin?

I've installed a program using an admin account on WindowsXP. Then if I run the program and save some settings to myapp.ini and run the program from a NON-ADMIN account, MyApp.ini can't be modified.

Am I understanding this properly?

Any way around this?

Any parameter my original app can set for the file to make it writeable by non admin accounts?
(The file is not write protected. The Directory IS write protected, but I can't make it unprotected as an Admin. When I uncheck "write protected" it just gets rechecked)

Any pointers to better explanation of this phenomena?

Presumably the file system is NTFS, and the permissions on the file only allow the creator to modify it. Just change the DACL on the file to allow normal users to be able to modify it.

I assume you'd use something like the CACLS command ?
