Recommendations for Image/Document control?

I'm looking to write a VB app that will let people in my company view internal graphics and document files of different types all in one application.  I'm looking for a control that will allow me to view all the standard graphics formats, TIFF/LZW, and PDF's (although I can accept handle doing PDF's seperately).  Scaling and zooming capabilities would be nice, as would the ability to "mark on" the image and/or attach a watermark for printing. 

I have googled and found some free and commercial  (I am open to both) options, which, to varying degrees, address my needs :

Well to do this kind of thing I've frequently used one of the HTML controls embedded on a form and then, so long as they have all the gubbins installed generally for pdf and so on it will work transparently.
