Cannot Access Tools>Internet Options in IE6

I cannot access Tools>Internet Options in IE6 - the error message I receive is a pop up message:

"The Operation has been Cancelled due to Restrictions Placed on this Computer. Please contact your System Adminsitrator"

I am the only user on this PC - Win XP Pro.

I far as I am aware I did not change any security settings.

Has anyone else faced this challenge?

Is there a "NoBrowserOptions" key under
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions?  If so, try deleting it.  You haven't installed Spybot recently have you?

That's a setting in Spybot. If you can find it in their *interesting* UI, you can turn that blocking off.

Why the fuck would contacting MS and asking them if your copy of XP is legal or not solve the problem?
