Isn't the TVA one of the most overbuilt power grids in the US?  It was mainly built as a public works project under FDR and was intended to provide power for a burgeoning populace... a populace that never quite materialized.

I'm trying to remember my American History here, so forgive me if I'm getting things wrong.
