Does anyone know of a book or tutorial that teaches c# or vb.net without vs.net?

Try "Programming Microsoft Windows with C#" by Petzold (MSPress) or "Programming C#" by Liberty (O'Reilly).
In fact, most of the C# books I have seen seem to not require VS.NET.

"C# and the .Net Platform" by Andrew Troelsen was good in this regard.  The majority of the book is written from the perspective that you should learn how the code is created before you use the wizards. There are a few spots in the book that specifically reference the VS IDE, but I used SharpDevelop ( http://www.icsharpcode.net/OpenSource/SD/Default.aspx ) while working through the book and had few problems.

.NET Framework Essentials by Thai & Lam published by O'Reilly.  The title is important, this is the essentials, there is little or no padding.
