Good books on developing web apps?

("web development" and "web applications" returned way too many threads, not necessarily relevent, so here goes...)

Title says it all: Anybody knows of good books or articles that would explain to newbies how to make the transition from dedicated apps to web apps?

I'm looking for material that would be _tool-neutral_, ie. no "Teach yourself [ASP.Net | Perl | Python]", but rather books that would explain the issues, and possibly show the solutions with such and such tools/languages, ie. books that don't stir the reader toward a given technology.

FWIW, I didn't find such books on Amazon (Books > Subjects > Computers & Internet > Web Development > Scripting & Programming)

Thx much for any tip

My newbie vote goes to Philip Greenspun:

I read this ages ago and thought it was great
"Database Backed Web Sites"
http://www.amazon.com/o/ASIN/1562765302/

I'm not sure but the following might be an updated version of it:
"Philip and Alex's Guide to Web Publishing"
http://www.amazon.com/o/ASIN/1558605347/
