A bunch of guys at MS have developed a "best practices" portal in asp.net. The source code is available for free.

It's a very nice design - completely modular.

what  exactly do you mean by portals. I have heard that term used to describe fairly different beasts.

As I understand it so far (and I don't understand it well yet), a portal is basically an information web site, like Yahoo for example. I'm trying to use Jetspeed for an intranet portal, to organize the office's web pages.

Whatever you do, don't use Tibco PortalBuilder. We used 4.0, it was a nightmare, and the whole portal project sunk (but that's a different story).

We use Epicentric Foundation Server at my place of employment.  Actually, Vignette bought them out not too long ago and the official name changed.
