Computer won't restart while app running

I have a little application that sits in my system tray and every couple of minutes checks a local database for changes, and if it needs to calls a web service on a remote web server.

Every thing is going well, except that if I try to restart/log off/turn off my computer it won't. It just seems to stop, but if I exit my application, then try to restart it works.

Any ideas on what I might have done to make this happen?

When windows wants to shutdown, there is a message it sends all the apps.

The apps can respond to that message by canceling the shutdown.

It may be WM_QUERYENDSESSION, if my Neuro-DDRAM serves me correctly.
