full-text indexed

I am receiving this error when I run a search through FogBugz:

Microsoft OLE DB Provider for ODBC Drivers error '80040e14'

[Microsoft][ODBC SQL Server Driver][SQL Server]Cannot use a CONTAINS or FREETEXT predicate on table 'BugEvent' because it is not full-text indexed.

I am running SQL 7.0 and I am not able to set the database to "Full-Text Indexing".  That option is greyed out in the Tools menu.  Can an NT Workstation have a full-text indexed search? Do I need an additional Microsoft Search service?  What can I do to resolve this problem?

This is an installation option and hence for some unknown goofy Microsoft reason, I believe if you don't check it at install time, the only fix is to reinstall and make sure its checked.

I finally found a Microsoft Whitepaper on full-text indexed searches and you cannot setup the Service needed on a NT Workstation on a NT Server.  I guess I will have to setup a server.
