Bug?  When Resolving a Case -- Assigned To Field

Hi --
I can't tell if this is a bug or a "feature" of some sort (or our user error).

For the sake of the repro description, I describe a scenario:

Setup:
Mary sends an email to FogBugz.  This causes a case to be opened by the "Manager's" account.
The Manager assigns the case to Joe.
Joe and Mary hot potato the case back and forth, editing, resolving, re-opening with additional comments, etc.
Finally Joe assigns it back to the Manager with the comment "All done, case ready to be closed."
(The last entry says "Assigned to Manager by Joe P.")

The Problem:
Manager hits "Resolve" and gets his "Resolution Screen".
However, it says "Assigned To JOE P." in a text field that *cannot* be changed! 

Expectation:
That seems very odd.
Since the case was ASSIGNED to the Manager, and since the Manager is hitting "Resolve", I would expect the "Assigned To" field to read "Manager".

When a case is resolved, it is assigned back to the person who OPENED the case.  Look at the cases where you are seeing this behaviour for the very first item in the BugEvent history.  Whoever opens the case is assigned the case for closure when the bug is closed.  That's just the way the workflow works currently.
