Internal Error from ScoutSubmit.asp

Using ver 3.0.13 - Database Version 324, I try to submit a new bug via ScoutSubmit (just via a browser at the moment) and get the following (attempted paste below). Any suggestions on what's going on or what I should try?

The first time you do a scoutsubmit, it creates a table in your fogbugz database. It sounds like your FogBUGZ user doesn't have CREATE TABLE permissions in the fogbugz database (which is odd)...
