Email notification to non-users

Sorry if this has been touched on before:

We have given our FogBUGZ URL to a few savvy users around the place, and they are able to enter cases against publicly accessible projects without having to log on.

However, whenever those cases are edited/resolved, those 'non-users' who opened their cases aren't being notified by email.

Is that by-design? I would have thought that this would work, especially since FogBUGZ asks you for an email address when you submit a case anonymously.

Since the users are not full fledged users and may be customers or clients or beta testers... It isn't clear how much information they should receive about a resolved case.  Thats why the fogbugz user who resolves the case has the option of notifying or not notifying the user who opened the case, using the "Reply" feature.
