Email to two different mailboxes

We're just getting up to speed on things, and teaching our users to send reports to a few addresses (data@ and reports@). 

One user responded to Reply generated within FogBUGZ properly (the return address was the correct mailbox) which was parsed properly for case #, but she also CC'd another mailbox.  This had the net effect of re-assigning the case to the person in charge of the other mailbox.

I'd suggest that the system not reassign an already-open case regardless of incoming mail from mailboxes.
