UTF-8 and Apache server

What happens, if the view of my uploaded files look crazy, when I go over http://localhost...
but the very same file looks o.k., when viewing over D:\foxserver\www...

UTF-8 is in the Meta-tags!

It is possible that your web server is configured to send a HTTP header specifying a different character set. Even in this case, I believe that the web browsers are supposed to honor the http-equiv in the header of the web page rather than believing what the web server says.
