Offline Website?

I'd like to make an offline website available on a CD for my marketing team at work.

But having to update both an online and offline version of basically the same information sucks. The online version uses MS Access and classic ASP. The offline is plain HTML, because ASP needs a server to run the scripts and DB calls:

Some users there recommended that I try City Desk. So my question here is, can I download the Access DB in use for my (online) website and create an offline website around it using City Desk that'll work from a CD?
