How can I add a bookmark to a webpage in City Desk?

People can already do that with any browser.
If you must duplicate this functionality for whatever reason of your own, there are commonplace javascript snippets that'll do the job; you can google for them and then include them in your CityDesk article or template. CityDesk provides no facility for doing such a thing in a "CityDesk way".
You can put the jscript snippet in a CD variable if it's a lot to type.

I don't think I was clear in my question.

By "bookmark", I was referring to links within a page.

i.e. at the top of the page if I want to link to a paragraph below - how do I add the link?

You have to go into HTML to do it; there isn't a way in the CityDesk editor as there is in FrontPage or Dreamweaver. I think most CityDesk folks have figured out ways to avoid bookmarks.

But some folks have written scripts to do it automatically and semi-automatically:
