CityDesk and 'Preparing to install' dialog

Just installed CityDesk.

Tried to run the program and I got a 'Preparing to install...' dialog.  It just shows up for a little bit, so I'm not sure exactly what it says.  I believe the title on the dialog was 'windows installer'.

Tried to create a new site.  Nothing happened when I clicked on the link.

Rebooted.

This time it brought up the file save dialog.

Double clicked on the getting started link. 

Brought up installer again, this time wanting me to install something off of my office 2k cd.  Inserted cd and clicked ok.

Next error:  'Microsoft development environment',
'Can't start the program'.

Click ok.

Seems to work ok, but it keeps bringing up that 'preparing to install' dialog and it's driving me crazy.

I let office install what it wanted.
Still have the problem.

I reinstalled office and set everything to 'run from computer'. 
Still have the problem.

I don't have those subkeys, or I would delete them.

Maybe I should delete the entire {438DA5E0-F171-11D0-984E-0000F80270F8} & {010E6CBE-FE2B-11D0-B079-006008058A0E} hives?

I encountered this problem too (Windows 2000).
I also did not have the subkey, so i deleted the
HKEY_CLASSES_ROOT
  \CLSID
      \{438DA5E0-F171-11D0-984E-0000F80270F8}
        \InprocServer32
            \InprocServer32
key. That works fine.
