Multi Language Issue

I'd like to write some pages wich contain some Turkish characters. Even it is possible to write in the articles, when I save and re-open them, some of them converted to English ones. I guess this is somehow a font problem. I have to say that I did not search help file deeply, I could not remember this issue... Is there a way to use non English character sets properly?

Did you set the meta tag properly?
e.g.
    <META http-equiv=Content-Type content="text/html; charset=windows-1252">

( I think you should you use ISO-8859-3 )

I'm using in my personal websites "windows-1254" which works normally fine. 

I had the some issue with CityDesk, although I changed the templates accordingly with the correct encoding.  When I check the source of the page from Internet Explorer (using View Source) it seems all fine, however when I check the page's source with an editor, I see those strange characters...strange.

Also when I save the file to my harddisk and open from there, although the source is same, it starts to look correct... maybe some other text encoding in the file???
