What should the <meta> tag look like for a site that uses CSS?

Do you include two lines like this?

<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
<meta http-equiv="Content-Type" content="text/css; charset=UTF-8" />

Or are the "html" and "css" identifiers combined into one?

Use <link rel="stylesheet" type="text/css" href="mystylesheet.css" /> to link to an external stylesheet file.
