Single user copies of C.D. Contributor Edition?

Here is my question: is there an option for unbundling the contributor edition individual licences?

The scenario I am thinking of is: I do a simple website for a small business. Only one person at that company is ever going to be maintaining the site after my work is completed. Would it be permissible to furnish them with a copy of the contributor edition and have them sign a contract specifying that the use is limited to one workstation at a time?

It's forseeable that I may pick up a client here or there that is so cost-sensitive that even spending $300 for a "three-pack" seems excessive. A web design company in my area advertises a "$499 special", so cost sensitivity at the low end is a factor. 

Also, it would be useful from a logistic POV to tell the client that only one "anointed" person must ever be allowed to touch the web site.
