Problem with UTF-8/cyrillc

Please help me with my trouble.
I am making my site with Citydesk and currently have strange problem. This is http://www.shpolbder.ru/ie6_utf8.gif what I get when I try to make pages with default 'Content-Type':
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//RU" "h**p://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html>
<head>
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8" /> (local machine, Windows XP SP1, Internet Explorer 6).

And this is same page in Netscape 7 (same machine): http://www.shpolbder.ru/n7_utf8.gif.

Now I am making batch converting all the pages of site in 'win-1251' codepage (and replace meta as follows)
<meta http-equiv="Content-Type" content="text/html; charset=windows-1251" />
This is  http://www.shpolbder.ru/ie6_win1251.gif modified page in IE6, and this is http://www.shpolbder.ru/n7_win1251.gif modified page in Netscape 7.

It is very annoying to make converting every time I want to publish site. Besides my clients will need to have another utility to convert codepages (I am using Automate5, and it costs some money!).
Pleace tell me what to do.
